Blocks of various colors stack horizontally and vertically, while directional arrows limit movement from the top down. 

The frozen tile is protected by thick purple, green, and orange blocks, so your first priority should be to clear the center-top row to create vertical sliding space. Then, begin shifting blocks downward using the arrow-limited lanes. Use horizontal orange and purple pieces strategically to land direct hits on the “7” block.
